What can a handyman legally do in California?

Since January 1, 2025, state law (the B&P 7048 exemption, amended by AB 2622) lets an unlicensed person take a project only when its total price — labor, materials, and everything else — is under $1,000, they hire no workers for it, and no building permit is required. Inside that box: repairs, patches, assembly, hardware, screens, fence fixes, and the whole small-job canon. Outside it: bigger projects, permit work, and in-wall electrical or plumbing, all of which require a CSLB-licensed contractor.

Does the $1,000 include materials?

Yes — the ceiling is all-in. Labor, materials, and any other costs count toward the same $1,000, and the law forbids splitting one project into smaller invoices to slip under it. When a quote here approaches the line, the job is either trimmed honestly or routed to a licensed contractor before work starts.

How do I know if a pro is licensed, and does it matter?

Check any California contractor license in about a minute at the CSLB's public license lookup. For small-job work inside the exemption a license is not legally required — and an unlicensed pro advertising that work must tell you they are not CSLB-licensed. For anything past the exemption, licensing is the law, and verifying before hiring is simply good practice.
